- Introduction and Background: SBAM represents over 33,000 small businesses across Michigan, aiming to partner with a PEO or ASO provider to offer flexible HR and administrative support solutions tailored to its members’ needs.
- Scope of Services: Proposals for PEO services should include payroll processing, HR compliance support, workers’ compensation, recruitment, and technology platforms, while ASO services should cover payroll, benefits administration, HR consulting, and technology access.
- Vendor Requirements: Vendors must demonstrate experience with small businesses, understanding of Michigan regulations, financial stability, and a robust technology platform for HR management.
- Proposal Content and Evaluation: Proposals should include an executive summary, service offerings, pricing, implementation plan, compliance and risk management, and references. Proposals will be evaluated based on service offerings, customization, pricing, technology, vendor experience, and support scalability.
